Any owner or operator receiving notice shall, at no cost to the excavator, use reasonable care to advise the excavator of the location and size of any underground facilities in the proposed excavation area by marking the location of the facilities with clearly identifiable markings within 18 inches horizontally from the exterior sides of any such facilities.
The markings of underground facilities shall be considered valid so long as the markings are clearly visible but not for more than 30 calendar days.
